In bursts or indefinitely is a big factor. the best way to think about horse power is how fast one can walk pulling a load without getting tired. In wonder bolt academy, ponies are seen carrying other ponies without much difficulty. Since the average pony weighs, what? 120 lb? To lift them straight up at 5 ft/s is 600 ft lb/s. Since a horsepower is defined as 550 ft lb/s, this is slightly more than one hp.
In sonic rainboom, rainbow dash's dive , which is probably the highest quantifiable power output of any pony ever in the show, has her moving at the speed of sound (1120 fps) then slowing down,grabbing 4 other ponies and then flying upwards at a slower speed. Taking a shot in the dark, I would say the total weight of four ponies plus dash herself is around 500 lb, and moving upwards at 700 ft per second puts her power output at 500 * 700 = 350000 ft lb/s = 636 horsepower.
This of course depends on the fact Gravity is the same in cartoon horse land, among other assumptions.

You're assuming she's going from standstill to 700 fps. She's not.
She's going from very fast vertically to very fast horizontally.
To do that, she'd have to arrest vertical speed while increasing horizontal speed.
Going by your numbers, her course alteration would be 1120 *100 (Rainbow arresting her own velocity) + 560 *300 (Rainbow arresting the other 4 ponies' velocity) + 500 * 700 == 630 000 ft lb/s == 1145 hp
Though even this is too low, since it assumes she did it in one second while she took less time than that, but I'm not autistic enough to count frames.
