This confirms that she's a true cripple right? Ponies in the show getting their cutie mark so far had always given them a power surge, a way to channel their magic. Let's face it, if a pegasus can't fly after getting their cutie mark, they're staying on the ground. Forever.

At this point it would be a disappointment if she never flies and a cop-out if she does. The writers have painted themselves into a corner and made it an issue by neither allowing the character to develop or addressing why she doesn't.
