Fallout 3 and 4 both had literal mini-nukes. Nuclear energy is meant to be FEARED after the world was destroyed by it.
Fallout 2 doesn't have that kind of shoehorned in "lmfao epic nuke bomb explossion ftw xD" that 3 and 4 have. Hell, the Institute in 4 are making a nuclear reactor whose sole purpose is to be blown up in an "epic" cinematic at the end of the game.

It's a #1 on my "games that should've been a success" list. I got it by accident, my friend had it shipped with his brand new gtx 8800, and said he won't play it. Boy what a good coincidence that was.

This. It has a really good campaign with an interesting enough story to keep you going. It has a pretty good balance that only got better in FA. It has the best usage of 3d environment I've ever seen in an RTS (if a ground-to-ground missile flies through the plane, it shoots it down like it should). And the scale.
Name me one other game that allows you to play on a 81x81 km map, with dreadnoughts, sacred galactic assault robots, nukes, orbital lasers, nuclear artillery piece with global range and about 1000 smaller units, like a 10m tall Titan assault bot. And taking 8h to do a campaign mission is normal. All the meanwhile you could still zoom in to see the smallest fights happen, directly from the overview of the entire map.
