The word you were probably looking for is sapience, which means having wisdom and the ability think and act with knowledge and understanding, to be self-aware of oneself and their environment. So no, not all creatures in Equestria are sapient.

I'm looking up the gelatin alternatives and they're not particularly easy to conjure up. I suppose you could create a backstory of some alchemy wizard chef discovering you can get jelly-like substances from vegetable matter and algae, or you could argue "magic, ain't gotta explain shit", or maybe the writers just didn't care about that detail.
I like the idea that ponies used to be more brutal and uncivilized long before Equestria was founded, and while they're primarily vegetarian now (at least in Ponyville), they are still generally open to alternative menus.
One has to wonder about the Griffons, Yaks, and Dragons though. Or the Ursas, or Timberwolves, or Cragadiles, etc.
