My guess would be because before Cadance and Shining Armor took over, the entire place was in a state of dismay and there wasn't a lot of love to steal.
Now that the place has seen a full recovery after Sombra's tyranny, it must be a ripe target.

My question is why they didn't do it between the the times of the equestrian games in the empire and the current episode.
For example during the equestrian games time there was certainly more immigration coming into the empire which at this point was much more well adjusted at this point. The larger mass of ponies would have been a larger amount of love to feed on and it would be easier to sneak in simply due to larger mass of people.
Why not then or even around the time of Candace having her child? Or just before the current episode while the two current rulers are sleep deprived and the kingdom weak?

I think the heart would be the main target too, especially after it was revealed that its power comes from the love of the ponies attending the ceremony.
It has the power to repel a fucked up winter that the princesses couldn't do much against along with destroying the shade of Sombra. It must be a pretty kick-ass amount of love it contains.

Big Jim has said nothing on the matter, although I'm sure he's been asked several times. Also, after the background appearances by Starlight Glimmer in S5, it is entirely possible that putting things in the background is now the MLP equivalent of Marvel's after-credits scenes.

I've been waiting for the writers to do something with the Crystal Heart's love magic and the changelings for quite some time. Especially with its link to Cadence and SA, it just all makes sense, and I'm surprised the writers didn't attempt it beforehand.
I mean, the Crystal Heart is meant to be a defense mechanism for the Empire, but it could be that in trying to use it against a changeling invasion, they end up just absorbing the love magic and becoming OP as fuck.

A mythological changeling replaces a newborn child rather than an adult, in most stories it seems that stealing human a child is far more important for them than replacing it with their own, many accounts even have the changeling replace the stolen child with an enhanced piece of wood.
So it seems to me that Flurry Heart is a likely target this time, it makes sense within the context of the show as well, Shining Armor and Cadance had the strongest love Chrysalis had ever seen, so going for that couple again is a bit of a gamble but perhaps a worthwhile one. Even if they don't replace Flurry Heart as the mythological changelings do, now that Cadance & Shining have their hooves full with the baby they're likely to be far less alert.

There's this bug called The Brazilian Treehopper (Bocydium globulare). The the spheres on it's head are hollow chitin spheres with seemingly no purpose other than to look cool

Or it could be done for laughs, it doesn't have to be hardcore serious. Like the changeling battle in S2, the comedy elements helped tone down the seriousness of the situation. In the case of kidnapping Flurry Hearts, changelings won't know the balancing spell, so she'll still have her magical outbursts.

Visually she draws a lot of inspiration from the Kelpie, Kelpie being constantly wet would make the mane cling together better, and the mane is typically a telling trait of a kelpie. Occasionally it's made from seaweed, occasionally serpents. Since they went with holes in the legs why not holes in the mane, too?
If you want an in-universe explanation that isn't so meta, I can give you my theory.
The holes in their legs serve no purpose other than to cut down on weight and biological matter, it'd make them incredibly fragile, incapable of sending nervous signals, blood, or even supporting their own weight unless the holes are "filled" with something. Since they feed on love, which is a form of magic, it makes sense that they'd substitute parts of their biological functions for magic, especially so if you believe they come from the barren wasteland that is the Badlands. They (subconsciously) use magic to fill in the holes in their legs when walking, and Chrysalis does it to support her mane as well.
