It costs 1500 stand alone or 130 monthly, and yea it's quite a bit to get into at first. But the advantages of it compared to flash are so large.
Like, the limbs they have, to bring one forward/back, they have to make a layer, copy a frame and paste it in place and move it to the same spot, and then when they need it back in front they have to do the reverse.
In toonboom you press alt + or down to move in z-depth, so you can go under/infront of any layer at will without moving any layers, and its all info contained within a keyframe.
Limbs can overlap each other and haev a "patch" on them that get rid of the overlap lines, so you have seamless limbs without the need for that under circle layer they use (and if you want a lin to be on top during a bend you can add that as well to the overlayer of the same layer).
Rotating an object, you dont need to go inside a layer to work on moving the eye or something, you can work in any side and have access to said objects.
