I'd imagine they'd clean it by grabbing a wad of tissue paper and using their hoof while sitting on the toilet. I think they can reach if they're putting their hoof between their legs. Perhaps they use sponges on sticks like the Romans did. Perhaps there is some wall-mounted paper dispensing device that sets taut a fold of toilet paper to be rubbed against and then disposed of. You have to think pony with these kinds of things.
