Untrue. Pone caused a few civil wars on /b/ back in 2011. And for a long time there'd be at least one pone thread on pg 1, sometimes more. A number of /b/-tards were furious, and there was at least one guy who pretty much made it his mission to spam pone on /b/ for months on end.

There are many factors that contributed to pone being number one enemy on 4chan but the simplist anwser is spam from three distinct groups. Spam from newfans of the show who generally like the show. Spam from hatefags who dislike pone to the point of shitposting threads to oblivion. And trolls who played upon both sides, from pone gore to spamming pone images in unrelated threads to deliberatly derail.
Now as to why it is still in practice, wether new or old the mods are still lazy and the the current system is the best comprimise between the board being deleted or GR 15 being lifted.
