Trixie didn't bring the ursa minor into town.
Snips and Snails brought the ursa into town.
Twilight did not defeated the ursa, she soothed it.
Twilight did not defeat or even challenge Trixie then, either. She was sympathetic.
Snips, Snails, and Spike were punished for the ursa attack with cleaning duty and mustaches.
Trixie was punished with losing her home, her livelihood, and having all of her personal effects disposed of.
In Boast Busters, Trixie was neither the bad guy nor defeated by Twilight. Far worse, in Trixie's mind, she was UPSTAGED by Twilight.
