A band of heroes, a pack of raiders, a wandering troupe of traders, and wasteland townsponies would have different priority of resources.
Ponies of towns should have the common sense to achieve one sense of self sufficiency for their settlement, prioritizing scrap to maintain their piping, integrity of shelters, and what food they can cultivate in a sunless landscape, all while needing to avoid confrontation with raiders whenever they can. And trading a marketable surplus of what they have to the nearest settlement in return for what they lack but whatever the next town has an excess to trade. While the games portray wastelanders as the most helpless organisms on the planet, they would actually be very perceptive scavengers.
Heroes would replenish their loot and supplies from, ironically enough, the ilks of raiders foolish to cross them, who in turn sustain their ability to survive by intercepting trader caravans.
The better question is, if even if you're a master architect/engineer, if your companions, anypony for the matter, would ever be willing to tote stacks of clipboards, fans, and nonessential weapons/armors to carry for hours on end until they get to the next town. They probably would ask why you are stacking hundreds of firearms, and metric tonnes of scavenged food and chems into a single workbench.

Once you've read PH you can believe almost anything.
Almost anything can happen in these fics and probably will happen given enough time. Fallout 4 did seem a bit...predictable, it's pretty formulaic and the story is at times lackluster.

I really did enjoy 3's map though. Messed up cityscape made a lot of sense given the world back story. It's interesting terrain-wise and suitably post-apoc. I thought NV was ok-ish map wise. It neither hurt my opinion or the game or really made it better.
F3 tried to be a bit too open I think, in terms of progression, getting around, and exploring. It didn't really make too much sense cohesion wise and on top of that the power progression is terrible on all difficulties like you mentioned.
I was hoping that fallout4 would have a bigger story centered around a main area, combined with the big map. But they seem to have left out the bigger story part. Quite a few of those quest chains are shallow.

This allows for a LOT of shit to happen, a LOT of shit for an author to use. Can you do that in fo3/4? no, because you simply don't have the option to fail unless it's "lol you missed." otherwise, you aren't allowed to do random contextual option 47, like having to figure out how to drop a 10 second timer armed bundle of dynamite and run like shit.

So with Fallout 4 and its tweaking of how chems work and adding new ones. How would we express all of these in FoE? I know there is already name conversions for some but what else can we do?
So far with how Fallout 4 plays, most SPECIAL affecting chems seem to not be helpful if they are not affecting Strength, Endurance, Charisma, or Intelligence (only found one instance of being helpful).
For example, Jet. Jet now in Fallout 4 actually now is used like it is described, it slows down time for the user. Which me personally, a Jet addict in the game. Due to this, I can see why jet would be something that I can find easier to write about as Dash.

On the drugs though and other consumable they all seem pretty addable to FoE. Basically every fic has one or two mentioned in detail if not several that the MC does, tries or encounters depending on the story.
Did you have any particular in mind that you would think would make fun FoE ports?

X-Cell is the what comes to mind. Its one of the most powerful drugs in the game and I only found two of them so far. I used one killing the Mirelurkqueen in The Castle just to out heal and have health, even when in power armor.Low level and on Survivalist.
Calmex is another drug that is amazing as well but rare. Being able to double your sneak attack multiplier is amazing.
Other drugs I've seen are the variations of the basic Jet, Buffout, and Mentats. Each variation has its similarities but they usually give much more in return and a little extra.

Most of the drugs you do find in Fallout 4 are actually found really earlier, X-Cell is found in Concord. Clamex is something that I found once and bought 3 times in different locations. I usually make my own drugs at the chem station but those are limited to the basic Jet, Buffout, Mentats, and Psycho.
Also there is some one item that is probably the best item in the game, Refreshing Beverage. It heals, removes rads, and cures addictions. So for my play style it just works.

The change in Jet kinda makes sense, but there was already Turbo in NV so, I'm a little weirded out by it. I have 15 Psychobuff and Psychojet on me at all times in game, but I hardly ever use them. I always preferred Slasher in NV and I haven't really come across it so not much drug use on my guy.
As for putting it in a fic? Psycho was supposed to be to get soldiers to perform better in combat, so I suppose an organised military force may supply their troops with certain drugs post-balefire for better results; but only if they could maintain the usage for a large number of ponies.

A. it relies on regular updates and many people just don't want to make it a job with deadlines
B. it is all too tempting to use it as a paywall, such as many artists do.

Okay well Fuzzy and your average fic writer are apples and oranges. It's easy to tell at a glance with an artist that you're getting your money's worth by investing. You actually have to sink enough of your own time into seeing if they're any good at writing or not.
