Because Starlight Glimmer's way of viewing doesn't resemble communism in the slightest. If anything, the episode is a reference to Harrison Bergeron by Kurt Vonnegut. The story is a satire to offer a critique on people's claims that we should all be equal. Communism itself is not anti-individualism.

Is this, by chance, a reference to this fic (http://www.fimfiction.net/story/267305/my-history-rise-fall-and-return-starlights-story) by any chance?Because I kind of liked it until it started with this whole "western pony vs. eastern pony" thing that was never properly explained. The whole thing really jumped the shark when alicorn Grand Mage Glimmer started doing rants and raves on a podium about how oppressed "eastern" ponies are compares to "western" ponies despite this oppression being so minuscule that Starlight didn't even know what the hell an "eastern" pony was until she found out about it with archaeology. I honestly got the impression that she was just being a fantasy-counterpart weeaboo until the author decided it was actually going to be a major plot point, the point at which I found it too ridiculous to read further.

No, in the episode, Twighlight's response to the weirdness of Our Town is that she "doesn't know much about eastern ponies" it's a reference which should clue viewers in to the fact that Our Town is a parable on the USSR: a visionary proposes a new society where all are truly equal, but the vision is betrayed and autocratic dystopia ensues.
