Starlight Glimmer is so powerful through self learn and intense studying that she does not even need to be an alicorn. She is a self made sorceress.
My headcanon is that Twilight's really powerful magic is linked to the other EoH, hence her little avatar state only shows up then. She's the element of magic, not the master of magic. It draws a parallel to the episode there was a pony that rivaled Pinkie in partycrafting.
Starswirl is the canon most powerful mage, and he isn't Twilight, so it doesn't take being the EoM to be the master of magicians.

But not all alicorns are necessarily equal. I'd wager that the vast majority of Twilight's magical power in the fight with Tirek came from Celestia and Luna.
Plus there's always the plot armor to take into consideration, since the writers couldn't give the faintest of shits about consistency or depth, nor should they.
