Why does Equestria have a flag that has 41 stars? I thought they had fifty cities. Actually, I just checked a map and it looks like they actually have fewer than twenty if you count even cities only mentioned. What are these?

Not really- the EU stuff mentions vague areas or stuff completely off the map. Or stuff that we didn't see in a location- the Smokey Mountains from Hooffields and McColts for example is apparently home to cave dwelling batponies that live with dragons, but we didn't see that part.
