She did exactly one thing wrong, she didn't own up to it.
She made a mistake, overreached herself and went a little too far with the tornado. That wasn't just unsafe to the Main Six, that was unsafe in general, it could have hit one of the other WB's by accident. That Dash managed to save them, not LD, was a miracle.
Still, EVEN THEN, that wasn't too much. She got reckless, she made a mistake, and maybe she just isn't top dog anymore. Get some reprimands, some scolding, she promises she learned from it and never does it again, it's just a funny story a couple years down the line.
But no, she brushed it off. She directly endangered six others and she brushed it off. She didn't show the least bit worry, or remorse. She didn't care at all that she had hurt anyone innocent being reckless, let alone someone like the ponies who saved the world. She just did not give a fuck, said "Well it didn't get too bad, so what's the big deal?"
You can fix a mistake like that, you can learn from it, but you can't make someone give a shit about someone's life. If they don't have that, if they think someone's life is less than just clearing some fucking clouds a little faster, then that is the exact person you don't want on your team.

That's the problem, going too far is one thing, not caring when you might hurt someone is a whole different level. She is a fucking adult, how do you make her understand that going really fucking fast and doing something big is one thing, but when someone is almost hurt you're supposed to feel something, literally anything. Just, feel bad. Feel like you were a little too much. Feel embarrassed that you messed up, feel something.
You can teach someone how to fly really fast, but you can't make them feel something when they nearly send others plummeting to their death, and you especially can't do it when she acts like they were nothing compared to her awesome tornado.

Spitfire was fine with Dash getting injured during the flag hunt and rewarded Dust and Dash for winning the obstacle course at the expense of all the others. Even before the tornado, Lightning Dust's desire for success made her a danger to every other cadet. The difference is, Rainbow Dash could see this and called Lightning Dust out on it... repeatedly. Lightning Dust did not care for the collateral damage she was leaving in her wake, which is something a Wonderbolt SHOULD be concerned about. She made that mistake enough times to where Rainbow Dash felt the need to present Spitfire with an ultimatum.
"But Rainbow Dash gave up on her dream because she thought it wasn't what she initially thought it was, if ponies like Lightning Dust avoid punishment!" She might not have done so intentionally, but Spitfire had one of two options here; continue ignoring the issues brought to her attention by an ELEMENT OF HARMONY and allow Lightning Dust to disgrace the Wonderbolt title, or own up to the fact that Rainbow Dash was right and discharge the reckless Lightning Dust. Comics like that can make her recklessness understandable, but NOT excusable. If Lightning Dust showed she was willing to change, I'd definitely entertain the idea.Also, given the way the comics already redeemed Sombra, it seems that no villain is safe... except maybe Tirek. ...Maybe.

Dumbest idea for a LD redemption story I can think off:
Rainbow Dash gets orders from Cloudsdale to take some pony under her wing, that got into some legal problems and needs to be rehabilitated because of past issues. Something Dash is kinda aware of is ironic, cause she remembers the trouble she caused last Winter preparations, which no one somehow figured out was mostly her doing.
The pony in question turns out to be Lightning Dust, much to Dash's shock and the annoyance of Dusk. As we learn pretty fast, Dusk has hit hard times ever since she got thrown out of the Wonderbolts. Her own parents kicked her out of home for the way how she screwed up (and because she got in their face), she started to get into fights with others and has discipline issues that make it hard for her to keep a job. Being a weather pony is her last chance to get something done, but her latest issues now led to her being thrown into Ponyville, as means of a last chance.
Dash isn't really all that happy about it and both naturally end up on each others throat multiple times. Dusk because she doesn't want to believe that Dash would actually want to help her and Dash, who actually feels kind of awful that Dusk's dream of becoming a Wonderbolt had fallen apart like that, trying to somehow bear with her, while being more than annoyed that Dusk still doesn't seem to have learnt anything from the past, as it was not Dash's real fault, but dusk's because of her behavior. Over the course of it both actually warm up in parts, but it is only when Cloudsdale asks for help from other pegasi around the area it becomes clear that Dusk has the potential to change for better. What happens is that in the weather fabric of Cloudsdale a prototype for a new cloud formation, partly made from unicorn magic, goes haywire. The cloud gets semi sentient and attacks pegasi, taking away their flight ability and heads for the city. Cloudsdale needs to be evacuated, Wonderbolts and reserves are called in to help.[1/2]

[2/2] Eventually a situation comes up during which Dash decides to stay behind to keep the cloud at bay, while the last pegasi and a few Wonderbolts are evacuated. Dusk sees at first a chance there to just abandon Dash for good, thinking that if she leaves her to help in the evacuation on another front, no one will blame her in the end AND that Dash will get what she deserves for ruining Dusk's dreams: Losing her flight ability thanks to the cloud. But of course she has a change of heart because of some other action before and comes to Dash's rescue, in doing so losing flight in one wing.
The distraction she gives though is enough for the Wonderbolts and Dash to then set a plan in motion that destroys the cloud, saving the day.
The big ending is then that Dusk is treated in hospital, where thankfully Twilight is able with some magic to restore Dusk's flight. Furthermore, Dusk and Dash make peace, the former finally owning up to her past mistakes and asking Dash for forgiveness, which she does. And to wrap things up even better for her, while Dusk was in the hospital, Dash had actually a talk with Spitfire. The Captain of th Wonderbolts had witnessed what went on in Cloudsdale, in doing so seeing that Dusk seems to have potential as a teamplayer still. And after Dash talked with her, Spitfire decides to give Dusk a second chance. She can return in a few months to flight camp and start over as recruit, under the condition that she will now behave herself. Which Dusk promises.
Everyone and it will be rushed, just like every other redemption
