Halters are canon ponywear, as the OP's pic shows. Much like saddles.
Of course, harness likely serves much more complex purposes at times for Equestrian ponies vs. real horses. Take Big Mac's collar- which when he's plowing the fields in the show, he isn't actually using. It's decorative!
There are reasons a halter rig would be useful, if you needed to keep things close to your face. Heck, even a bit might be useful as a specialized and insulated way to grab something without directly contacting it with your mouth, giving you a better grip than your teeth.
