This is true, normally is barely visible, the drawings have just made them contrast for the sake of simpler coloring.

Magical Tattoos are incredibly rare, and most ponies could go their entirely life without ever seeing one.

They're used by...

> Ponies who have been damaged magical to the point where they need grafts (aka, some how their own magic got wrecked to the point that they need the tattoos to patch up the damage because it is too terrible to heal on its own).

> Instances where the inconvenience of not having a spell at all times is worth the inherent risks of getting the enchantment.

> Criminals and others who want to get an edge over others. People like this tend to become addicted to the rush of power they get from a new enchantment, and those that don't die from complications can become dangerous.

The biggest factor for tack of use is that its is very hard to find someone who can do the enchanting process. Criminal use though is extremely rare; its hard enough to find someone who CAN do it, finding one who would help someone who was clearly a danger to themselves or others is even harder. Those that do cater to criminals and other dangerous individuals are dealt with harshly (and sometimes permanently. The famous case of Inkriver vs Equestria was the first time cutie-mark removal was used as a form of punishment in a non-insanity non-ponyslaughter case).
