The idea that Chrysalis HAD to attack Canterlot to feed her folk is pure fanwank. So are all claims that they were starving.
He claims in the episode that the attack on Canterlot is just for the sake of power. It's not about fighting to avoid an empty belly, it was a planned invasion that was supposed to make them more powerful than they could ever imagine. It was far above and beyond the call of nature. That's evil, and she has no qualms about it.
Go rewatch the episode, or just read the transcripts, and you'll see the truth.
Canonically he's shit period. No less a rather bit unusual considering he's a unicorn amongst a centaur, dragon-thing, and the other two villains pretty much being alicorns with different designs and palettes.

Sombra was meant to be 100% presence, not an actual "character" the protagonist fought head on. That's his whole point - he's supposed to transcend those standards into something far more sinister, despite also being the only heavy hitter who's 'just' a pony. Think "Michael Myers" in that respect.
He was absolutely ruthless in his unseen persistence, and competent as fuck in just how far he had planned ahead centuries ago. He's not a villain who ties damsels to a railroad while twirling his mustache for laughs; he was just a unicorn, who's culmination of hatred and intellect had turned him into a literal force of nature. It's easy to write him off as some edgy fucker with the personality of a shadow, but that's only because of how sparingly he was shown from other character's POV's. He just wouldn't have worked to the same end if his POV had any focus.

No you're right. Sombra was pretty disappointing in his debut. He had a lot of build up, an appealing (if not slightly OC Donut Steel) design, and unfortunately little pay-off as far as villains go. He was a mute obstacle, compared to such glorious baddies as the deceptive charms of Chrysalis, the scheming wackiness of Discord, and of course the bombastic flourish of Nightmare Moon.
