All she used her "prep time" for so far is to find a fucking scroll and make it into a trap for herself as she couldn't think up a better way to prevent Twilight from fixing timeline, which was a bad idea, because even if Twilight didn't went friendships, after getting exhausted by multiple re-iterations, she could simply rest, think a bit, rest a bit more, go back in time fresh and with a clear mind and obliterate scroll horse.

i mean, if we go with power, i say twilight is the strongest, with the difference that during her fight against starlight she was losing because of don't beign calm.
besides, starlight just repeated the time spell for some minutes while twilight jumped first like 10 years, and repeat that over and over, while starlight stay in the past, so she only had to do that once, and then go back a few minutes in the past.
now, about knowledge, i say moondancer, because she was studying, period.
twilight had to go out with friends, fight monsters, and save the world. but moondancer always studied by her own. she probably knows some spells that twilight doesn't, but since she doesn't have the same field training, it's probably she never manage to do one.
lastly, if we take the enhancers: it would be starlight by her own. she have a lot of potential by doing a time spell without any magic enhancer, only the spell. the weakest would be rarity because the book only manage to enhance her talent to dangerous limits.
about the items, the best would be the alicorn amulet since it can give alicorn magic levels to a normal unicorn (trixie), allowing them to make powerful magic (age spell), so it's very op
