She isn't powerful, as she can fight with Twilight to a stalemate at best, but most likely ultimately losing in the end (in that particular situation she simply hadn't been required to actually win the fight).
The strongest, smartest and craziest threat that mane 6 faced so far is undoubtedly Discord. The only thing that tones it down - he isn't "villain" he's an omnipotent clown.
Even counting Discord out; Tirek, Nightmare Moon and Chrysalis are all much more dangerous than Starlight, both on a global scale and in direct combat.
She also isn't actually "smart" or "crazy", she just failed to foresee possible results of her actions and when the things went downhill she still was in a state of denial and hysteria, thus not stopping immediately.
Her direct achievement is limited to applying Harmony forces to an already existing spell. It is a big achievement, but not that global, to be honest. For instance, Twilight had actually completed a fate-rewriting spell, instead of tweaking already existed one.

Glimmer is far more clever than Twilight. She obviously never spent whole weeks locked up in a library organizing books like some other purple autist did.
She's the smartest and most dangerous, but probably the weakest.
That is what is likable about her. Tirek, Nightmare Moon, Discord, etc were just gods; gods who got their asses kicked by mortals, which is pretty fucking sad. Trixie and Sunset got their power from figuring out how to get one powerful artifact, which any idiot could have done on accident.
Glimmer was just a unicorn, and she figured out how to use what she had to completely defeat Twilight. First separating her from her friends through the time spell, and then breaking up their friendship from the start. And in the end, Glimmer decided not to destroy the world. She won and pulled back from the abyss, unlike every other villain who just got smacked down by their own hubris and friendship.
Starlight Glimmer is the best villain because she is even better than Twilight at what Twilight is supposed to be the best at, which is getting people on her side, being charismatic and a good leader.

Nightmare Moon tried all kinds of methods of deterring the M6 from discovering the elements. Though why she didn't just steamroll them at the start is a mystery.
Sombra had all kinds of traps and contingencies in place to guard the Crystal Heart. S5 showed he was competent enough to lead a full scale war against an alicorn.
Chrysalis fooled everyone around her with her Cadance impersonation, including her future husband (albeit she was tweaking with his head) and adopted aunt.
Discord manipulated all the M6 sans Fluttershy into forsaking the elements they represent. Later conned Fluttershy into agreeing to never use her element against him. Was two steps ahead of Twilight in foiling her attempts at using a reformation spell on him.
Tirek convinced Discord to an alliance and fooled him into believing the two of them would be friends.
