I've not read your fic. But I can already advise you about the name. Aside from Skyrim, Talos follows the myth of a bronze android/golem created by Zeus to protect the lady Europa from being taken by pirates and raiders. If your main character has any bearing to the mythos then I believe its fine. Or if the character is a species other than a pony.
Otherwise, I dunno. The name doesn't sound very Equestrian unless Talos has a branching name preceding or after.

My fic is basically about the ponified version of synths. Talos isn't one himself but the name is basically the first clue the reader gets that the story is about synths. Plus personality shit as well.
Are water talismans common?
They seem to show up often enough in the main fic that they are uncommon at worst.
I mean they can generate infinite water it would seem, so shouldn't somebody have seen if they could redo a river yet with a few?

Water talismans are basically the fic's answer to Fallout 1's water chip, except because it's magic it makes the water rather than just purifying it, but I think the fic is drawing from Fallout 3 in this regard in that nothing about the environment makes any goddamn sense.
The constant cloud cover means there's rain (in fact it's even depicted a few times I think). So water isn't a problem. Radiation levels are shown to be safe in most areas, so that's not a problem. The whole "radioactive water" thing is a big pile of crap, honestly. The games are probably using it as shorthand for untreated water since they have mechanics for radiation exposure but not like, cholera and typhoid.
I can only guess the story is using magic as a copout to make everything dead. "Necromantic radiation" and all that.

There, the water is still holding radionucleides decades later. I mean if its still there in another century, then FO3 is solid. The other part seems to be that FO3's environ was supposed to be a shortly after bombfall to start, given how everything makes more sense from that idea, and then Bethesda actually did it in 4.

Well, consider the show. Twilight uses teleportation fairly regularly and as the series progresses and she becomes more adept at it, it gets more versatile.
A weak unicorn would be similar to the early seasons. Short distances, infrequent use, and it would take a lot out of them. It's a 'panic button' to get out of the way of something. A pony with more significant skills would be able to teleport not only themselves, but what they're wearing and potentially their friends more often and further distances.
There's always a progression of ability depending on the character, a novice can't cast world-altering spells, y'know? Hell, look at the PnP rulesets. Its not FOE confirmed, its FOE possible.
That is, all elements are now canon to the show and can occur, just not that they did occur. We have cybernetics, industry, war, and so on all at one time, and in fact much shorter than the fic.
Though, future generic blasted wasteland event is canon. So strictly, FOE is canon, but in the sense we don't know what happened for that last time jaunt.

This could then be spun as to why Celestia couldn't prosecute the war, she knew her world was fake, and that weighed even more heavily on her. A sort of, does she really have the right to condemn so many lives, when she knows that they will be vanished at some point when the time stream corrects?

For my part, absolutely! Their interactions are great, it's a fun story.
That being said... I'm not around regularly enough, for a sustained enough time, to really have much input as things are live. I'm kind of along for the ride, andam appreciating it more like a story than the CYOA it is. There's nothing wrong with that, but for me personally, it would be... different. Not sure if "better," from an objective point of view, but I think it would certainly be worthwhile as a story. If it were written up, polished, and presented as a story.
You've done great with short stories - some that pushed the edges of "short," mind you, but stories nonetheless. I still think you'd do great putting that talent to something longer.
I also think that if you really do want to see the end of their story - I think I recall you saying you had three timeline segments in mind, and we're currently in the second - I think a story would be for the best for that last arc. There are enough variables in play that we can ruin tie-ins without even realizing it, and hurt the story overall. Just my two cents.

Depends what you mean by do some shit.
Full bomb suits are heavy and restrictive. They limit your range of movement and visibility and are pretty hot. Not really good for running around in.
They do provide excellent protection though, with overlapping armor and layers that cushion against the force of explosions, and the most modern ones have cooling systems built in and serve as sealed hazard suits. I don't really know how well they perform against bullets, but I'd say you'd probably be unlucky if you even got bruises from being shot with small caliber.
It's also worth noting that some of them have ceramic plates in them, which would probably perform well against energy weapons.
