MGR is better than many other metal gear games. Big Boss is a wimp compared to the people in this game. They fight like men from face to face.
Also Armstrong is canonically the final Boss of the Metal gear franchise as a whole. So yes, he is bigger, better, more powerful and more important than every other lass MG boss before.
