Melodramatic trash, devoid of personality or empathy. Overflowing with narcissism and misanthropy. The only reason it evoked an emotional response was because it featured a character many people have affection for, but made no effort to characterize Rainbow Dash itself.
The protagonist is a emotional needy cynic who locks away a child on the irrational belief that the government first response to an intelligent creature is to kill and dissect it. He never changes or improves. When Rainbow Dash leaves he is still emotionally isolated from other people.

I read it a while back before I even became familiar with the show. I bawled my eyes out so much that I could barely swallow or speak for about an hour.

Actually now that I think about it the fic is also very emotionally manipulative of its audience. It dangles plot threads, but the answers it provides to these questions are glossed over or unsatisfying.
