Being a unique being, Equestrian law would probably be very hazy as to what would need to be done with you for getting into trouble. This would mean that an ultimate verdict fpr punishment would need to come from the law makers themselves. AKA Celestia and Luna. Since Luna is probably asleep during the day, it then falls to Celestia.
It wouldn't be big stuff. Being disorderly in public. Pissing of guards. Play mean jokes on ponies. Other things like that.
Again with the whole "Alien" thing. She can't very well hand out a punishment that has even a remote chance of harming you, as she just doesn't know your limits and it would be a scandal of the only alien in the world was hurt while in her care. You would get a slap on the wrists at best. Even on the off chance she DOES pull out the stops, you can just make it out as you having pre-existing behavior problems, cultural differences, or, god fucking forbid, pull the "Racism" card.
When you get sent to her, subtly get to know her. Talk about what she is doing or how her day is going while keeping the jackass persona going. Once it gets to the point she can't take it anymore, she'll have to give you an assignment that keeps you close to her so she can watch you. From there, become her assistant of sorts. Now you're in. Become her closest friend and confidant since most of her time is spent with you. Change her opinion of you from "insufferable" to "can't imagine life without." After that is up to you.

I think it'd be rather easy to get some alone time with her if you play up the fact that you're from a far more advanced society.
Ponies are basically living in the Middle Ages -- barring out-of-place things like Manehattan skyscrapers and gag- or plot-devices that use electricity, of course -- if you look at the average level of technology used; for instance, they still grow and harvest food manually, using very few appliances, and the military seem to harbour no weapon more advanced than a spear. In the real world, things like the agricultural- and the industrial revolution didn't happen by chance, they were destined to come about. Just the same, they are destined to happed in horseland as well.
Sure, there is magic in Equestria, and physics might not work the same way, but it's still much the same in a broader sense. With your knowledge of human past, you could basically be a messiah from the future, able to guide ponies into a glorious new age of technological advancements. I'm sure Celestia wouldn't mind a chat with you,and ultimately falling for the hot monkey D.

I think that the commoners might have always seen Celestia as someone of great importance.

I see Celestia as an immortal and unfathomably long-lived pony. Due to her vast experience in life, has been through many emotional hardships, both big and small. Some of these hardships are related to family, friends, students, love interests (or lack thereof) in her past. The pain she felt during and after the imprisonment of her only and beloved sister, who was overcome with envy and strife towards her, adds to the hardships as well. She's so accustomed to being around only her subjects, other leader figures and her only sister for about as long as she's lived.It doesn't matter to me whether the two were born into royalty or just ascended to alicorns somehow like Twilight
To me, she could be one of or in between these three things romance-wise
1. A possibility of romance has never entered her life before. She doesn't think about it much or take it into serious consideration so she forever remains innocent to this level of love. It only passes through her mind occasionally as a minor inquiry.
2. A possibility of romance has never entered her life before. She takes this seriously early on and promises herself to never view anyone as a potential love interest as a sensible precaution. In that she will not have to feel as much pain when she outlives someone. She thinks on this hard and often and will live the rest of her life curious about and perhaps longing for a mate of sorts.
3. Her past relationships and experiences, whether or not any of them were romantic, have plastered the idea into her head that any romantic relationship she will ever have isn't worth the heartache she will feel for the rest of her everlasting life after they die. Trying to fill this hole with another love sometime later will only make that hole in her heart even bigger than before.

I like these. The second one stands out to me. I have a hard time believing that Celestia never loves/loved anyone at all, but I do like the idea of her not really wanting to invest emotionally in a relationship. The idea of her being the bridesmaid but never the bride is something that I think fits her. She might think about it but doesn't act on it. While she may end up lonely, she also isn't hurt, something she considers an acceptable tradeoff.
