I like to think that the NMM event was much more significant than the show permits, but because it's G rated, they can't really explore that.
There are a entire set of really unique things that wouldn't make any sense unless:

>NMM was around for much longer than the show portrays.
For example, in Ponyville we see a statue of NMM. How? In the show, only Celestia ever saw her. Either Celestia told everyone what she looked like, and ordered massive statues of NMM, or the show is incorrect, and other ponies saw her.
>Cannibalism
There is no evidence in the show that this occurred. So where does this myth come from? Either Celestia saw this myth, and permitted it to spread, or NMM did practice some form of cannibalism during her reign.
The Luna's guilt simply isn't proportionate to the crime otherwise. If the show's portrayal of NMM is accurate, NMM never remotely harmed Equestria. Clearly Luna knows something about NMM that we don't.

If you watch the episode, time is kind of sketchy in the flashback. I mean, with the Discord flashback she sees the past and then a farther past one after another.
With Nightmare Moon, she sees her put the moon in front of the sun and transform. Then, a moment later she confronts Celestia and blasts a hole in the roof revealing the moon is now at the top of the sky. I think there was a time jump in which Nightmare Moon wreaked some havoc and led to Celestia confronting her to lower the moon and stop what she was doing.

ideally she should be nightmare singularity. the idea that celestia's motivations as a nightmare should be identical to luna's in reverse is ignoring her motivations. Celestia doesn't suffer from a lack of love and worship, if anything she gets too much of it. people expect her to always be nice because the sun happens to rise and set in just the nicest way. it doesn't have to be that way though, and every day is another day the fuel and magic is burned drier.

Maybe Luna was terrorizing ponies as Nightmare Moon through their dreams before she took that form irl to fight Celestia. NMM could've just been her response to ponies constantly associating her night sky with darkness/evil, and she eventually got it in her head that the only way she could actually be 'equal' to Celestia is by becoming as evil as her sister was praised for being benevolent and kind.

Considering how outraged Celestia was simply over the fact that Luna defiantly chose not to lower the moon, I'd surmise as much, myself. I think it's more of a personal thing. It was obvious that NMM had the intent to defeat (since killing her would just be headcannoning) Celestia, yet they were close. She was the only pony that she could have shared her life with, that she trusted the most, and she almost killed her out of petty envy. She felt that hatred, now with the freshness of defeat of revenge, for 1000 years, isolated from any other feeling. That might be the one thing she couldn't forgive herself for. Besides,the sins never die.
