Howdy, partner!
What you see here began as a series of comedy-centric stories with the concept of an alicorn-ascended Princess Applejack trying to change a mismanaged Equestria for the better by humorously interacting with the other, quite lazy, princesses.
Not to mention a whole bunch of Changelings with nothing better to do but cause mischief.
The whole thing was set in motion by this gem:

Go do actual princess stuff, because apparently everyone else got the pamphlets mixed up or something and thinks "Princess" means "Beat cop."

I'm stoked we're finally getting some Spike development, but I'm a little unsure as to what exactly she's talking about here.
Okay, so at first, she points out that she regrets giving him the gun, because when he had it, it became all about power, fear and control, it was a way to simply get respect, something she admits he would have gotten later anyway.
But then she says his problem is... hesitation? What? You completely lost me there. How does that work? Lack of hesitation is why he almost killed two surrendering prisoners, lack of hesitation is what lead to him almost executing Chitania on the train and leading to everyone almost being killed in retaliation, lack of hesitation is the whole reason that he became Spikezilla, because he went straight to shooting 7 without even a question, he's no better than Jetset there. That she jumped from pointing out his real flaws, that he thinks the gun gives him respect, or even more damning that he gets this respect through fear which is something she should absolutely denounce, is especially jarring.
Spike doesn't need to be less hesitant, and he sure doesn't need to be more determined, he's more reckless than Jetset ever was and has caused way more damage. He's not a protector with that gun, he's a guy who uses fear and intimidation, and that's exactly what needs to be ripped out before he becomes a big dragon, or else he's going to become a monster.

In all honesty, it's probably the weirdest unexplored facet of the world. That they do that, but we get no reactions about it.
Like, remember how weirded out Twilight was with BBB? She even wanted to disassemble him, and everyone kept commenting how strange he was, even Blueblood admitted he didn't understand how he was acting like he was. While we later got an answer(he's running on a prototype love-core, and literally being full of love for 10 is having a weird effect on him, and overriding his old programming since its introduction an emotion into it.) for a long time everyone was all "the fuck is he doing this?"

Well we could write off the guard not noticing or caring as just them being grunts who think it's just how the tech works. Pommel would probably think something's weird, but he hasn't meaningfully interacted with them in ages so this could surprise him into looking more into it once this Palamino thing blows over. He brings it up to the Princesses, we get them in on this, bingo bango bongo, we're set to sail down this particular congo.

However you wanna do it, do it.
It's a weird world, but there are some things so weird even they have to stop and go "Wait what", it's what makes us still interested in discovering with them. Sure, it doesn't have to be it all the time, 10's childlike wonder and enthusiasm cancelling out her caring one way or another how BBB is BBB works to contrast how everyone else sees him, but the opposition has to be there for it to be interesting.
So, sure, however you want it to finally come up, bring it up. Have a guard catch one singing in a closet and think something's wrong with it, but find out it's working as intended. Have sulk and the others realize it's sad everyone forgot it's birthday. Have one pause because it was ordered to run into a burning building, and it realized it might die, and it doesn't want to.
They don't have to be as dramatic as BBB overriding 10 ordering him not to fight and charging headlong into a hopeless battle against the big bad in a desperate attempt to get her back, but subtlety goes a long way into making the mystery interesting.
