The Circus of Dr. Lao is a relatively well known fantasy book. I don't know why you think it's such an oddity. I might be spoiled from reading too much Thomas Pynchon, but that passage you've shared isn't strange at all. You probably just haven't read a lot of old genre fiction because that shit's filled with stuff like that.
