He's just saying that the fundamental categories of perception, space and time, cannot be empirically observed in their pure state uncolored by the limits of the senses.
All he means is the Kantian notion that space und time are categories of our cognition, and not necessity empirical data, and that therefore we can never be sure of the physical existence of space or time.
