You can't just say a character is racially ambiguous unless you ACTUALLY WRITE THE CHARACTER TO BE RACIALLY AMBIGUOUS, which Rowling did NOT do. Racially ambiguous characters are fine but they actually have to be crafted that way in the context of the story. Playing hackysack with your characters' race can cause a bunch of problems.
The Dursley's are white. This is pretty much confirmed. Vernon gets pink and purple when he's mad. They're described to look like pigs. They're called "pale" and "pasty". There's no debate that the Dursleys are white.
If Harry is black then their treatment of him becomes much darker and the whole context of them making him out to be a criminal to the neighbors changes drastically. It would make a lot of sense, but it changes the entire dynamic of their characters. Race swapping is not isomorphic in literature.
