the "he focuses not on one issue" is convoluted. delete it. lose the passive voice ("could happen") and make the 'lack of funding' the subject (lack of funding --> worldwide disaster). negative disaster is redundant. a disaster has a negative connotation. 'discusses' is kind of passive. try 'argues for the economic benefits of a budget increase' or something to that effect.
