I get that part, but thematically Bradbury was all over the place. I think the larger theme at work in the novel, and really, the message is lost beauty. He's focused on a Dystopia that has forgotten the joy of living and imagination. The minority thing is just kinda in there, IMO.
If you read some of his other stuff this makes sense. Bradbury was amazed by practically everything in life. Be thought the world was a joyful place.
