Are those goals reasonable for anyone other than a NEET?
Is memorizing poetry the same as internalizing it?
Should writers be reading novels as well? What time-table should be assigned to that?

Novels obviously have a greater length than essays, so there should really only be a page count, is 20-50 pages reasonable?

This, of course, depends on the sort of novel. 30 pages of Melville or Conrad would differ greatly from 30 of a lesser author.
But maybe that's wrong. Maybe the mark of a greater reader is to be able to extract the most from an amount of text.
Would that idea necessitate some sort of critical writing in the class?

Also, should poetry and prose writing be separated into separate classes, as is done regularly in college-level courses?

It shouldn't be a burden to read the minimum. Some people may read more or less, and creating your own goal is fine, but they should be goals that promote progress- 3 pages a day is achievable, but how long will it take to finish something like Dr.Jekyll and Mr.Hyde, a 100 page novella?

What technology, if any, would you use in this class?

I've found the hardest part of writing is organizing/planning/mapping out the plot. Index cards take up a lot of room and it's difficult to do more than one story at once. iPhone apps are very mobile, but do you really want to map everything on an iPhone? Syncing across mediums can be difficult depending on the program...
