The same reason he can have Malcolm X being ass fucked in a sewer or some shit. The same reason he can have entire chapters dedicated to adults fucking children, and fathers fucking daughters etc.
They are all extended metaphors filled with ironic abstract war history,nerdy, pop-culture, mythology, ancient, and orgy filled allusions.
It's literally "lol everything that came before me" put forth by mechanical, maximist, science periodical-esque prose, overran by puns seemingly placed with mathematical accuracy.
He's an anomaly. It's everything that one would believe was anti-literature. He has so much talent and he uses it to write Gravity's Rainbow, Mason & Dixon, V., Inherent Vice, and so forth. It's absolutely absurd. Yet, he does it with such grace and magnetism.
Thinking about his success alone is fascinating.
