The gulls. Indicates they are close enough to possibly even see the shore. However the deep and rocky waves show they are still far out enough to be completely fucked considering the boats condition and stormy sky in the background.
You can either see it as surviving the storm and making it safely, or being so damaged by the storm that safety is still just a bit too far away.
