Outside of a /lit/ context, maybe it means 'Dallas-Fort Worth-esque'.

It's clearly just a reference to the "new sincerity" adjective which itself doesn't even explain anything about DFW's writing, the author just knew that his name was somehow related to the phrase "new sincerity" and knew that new sincerity had the word sincerity in it.
