Kim Jong Il and Kim Jong Un are a lot like mao, they did a lot of drastic punishments that fucked over dissenters and criminals, and let a lot of people starve due to poor decisions
Pol Pot did a big genocide. there weren't a lot of people in cambodia, but he's still pretty bad
Ho Chih Minh's politics were in part the reason for the vietnam war, but he's pretty innocent

Not to mention banning all forms of contraception to raise the birth rate. Leaders like Honecker and Husak were inflexible autocrats, but they at least stuck to the orthodoxy of their parties. Objectively its probably Todor Zhivkov, who ruled Bulgaria for 35 years and is one of the very few communist dictators that wasnt slaughtered when the regime fell (he died of natural causes after spending almost 10 years under house arrest). Not to say that he didnt get people killed or do stupid shit, but nothing that compares to other countries dictators
