It's not extraordinary like Nabokov's or Joyce's, but Bolano has a very natural, down to earth way of using language and an ability to easily manipulate the mood with the simplest things. If anything, some issues in 2666 arise out of his narrative structures, not prose, that arise from his seemingly endless love for having three scenes playing at once in an A/B/C/A/B/C/A/B/C manner for dozens and dozens of pages.

There's plenty of plot? Archimboldi's part is a straightforward bildungsroman, the part about critics is essentially a character study in addition to their search for Archimboldi and love, the part about Fate is a thriller. The part amount Crimes is by design meant to be a chaotic mess of characters, plots, voices, motivations and scenes and the part about Amalfitano doesn't appear to be anything more than an extended character study of a particular individual.
If you mean with a lack of plot the lack of easily digested, unified plot, sure. There's not one there, other than thematic links and small spatial ones. No book by Bolano has a plot in a traditional sense, other than Skating Rink. But it doesn't make his books bad, now does it?

Of the ones I mentioned, it's probably the most opaque one. With the way it's written, it seems to be more about the place it's set in than anyone in it. The description calls it a "surrealistic western" but if you go into it expecting some 1850s cowboys and indians shit you're going to be disappointed.
