"different cultures" also have a pretty basic system of male/female gender binary and the occasional variation of a third gender variety is still culturally defined and unique to that specific culture.
gender is socialization based on sexual assignment. birth sex is the foundation of gender and the minimal amount of outliers aren't substantial enough to ignore the whole.
