Its better to use a verb that combines the meaning of both an adverb and a verb.
In other words
"He walked slowly down the road." is generally poor writing compared to "He tiptoed down the road." or "He crept down the road."

No. You take the meaning out of it. "As" implies that the soul is swooning with the snowfall while "when" implies it occurred upon the snowfall. And then without the slowly, you lose that alliteration and good sound in your head.

He traipsed down the road.
He ambled down the road.
He strolled down the road.
He promenaded down the road.
Take your pick. All of these are better than "walk slowly." They convey more meaning in less words while also limiting the reason the character is walking slowly in the first place.
