An aristocracy. But it wasn't a "one guy with an iron fist" either. There were different parts of society with different roles.
You have to remember that "The Republic" isn't really meant to be a political treatise. The republic in the book is an allegory for the human soul.

This is the most commonly overlooked aspect of the Republic. Plato's not looking for the perfect state in Republic, he's looking for the meaning of justice.

As far as I can remember he advocated some forms of governemnt such as monarchy and aristocracy and denounced others such as democracy. Plato thought the best form of government was the one where the most excellent (aretĂȘ) of people would have control over society. In this he saw that the Philosophers should be King of this 'utopia' he described in his book The Republic. Nevertheless he didn't necessarily think that this society could be realised for thought and reality didn't always go hand in hand.

Being that he was an aristocrat, and that Socrates was put to death through democratic vote, he hated democracy.
