The Judge in Blood Meridian (although i hate the depiction OP posted) is impressive because you cannot argue his moral stance but he is inherently evil. the Devil incarnate.
I agree the judge is pretty good. I think generally a book is weakened by the existence of a clear "villian", unless the book is about what a villain is, i.e. Blood Meridian.
