It's about Berlin.

Something there is that doesn’t love a wall,
That sends the frozen-ground-swell under it,
And spills the upper boulders in the sun;
And makes gaps even two can pass abreast.
The work of hunters is another thing:
I have come after them and made repair

Spring is the mischief in me, and I wonder

For instance, it seems like the poem is saying that building walls between friends is useless, like anon mentioning the Berlin wall suggested.
But maybe wall do make good neighbors. The act of repairing the wall got the two neighbors together to work on a common goal. Without this, would they ever see each other? In ancient times building walls signified the start of civilization.
If the narrator thinks the wall is useless, why was he the one to tell his neighbors it was time to fix it in the spring?

Another thing, the title is the mending wall. Not mending the wall. It seems to say that the wall is doing the mending. This goes with what I said before, that maybe the act of mending the wall mends the relationship between narrator and neighbor.
