Age isn't the deciding factor, it's genes. But generally the older you are, the more difficult it will be, but 24 isn't too late at all for most transgirls.

Gene's dictate everything your body will amount to if given what it needs to reach that stage. If you're underfed you wont grow as tall, so your genotype might say tall but your phenotype will present short.
Being underfed does NOT mean your hair colour will change, just like having a few years or testosterone does NOT mean your body wont become effeminate. It does revolve around your genes mostly, if you have an effeminate body to start with and transition at 24 then you are perfectly capable of being passable even more than someone who had a masculine body and transitioned at say 12.
