I've literally never seen someone dressed like that at any Pride I've been to, and I've been to loads. The raciest stuff you'll see is usually drag queens and guys dressed like pic related.
Obviously sometimes people do dress outlandishly, but most people do not. This particular picture happened at Vancouver Pride. Most of the actual obscene stuff I've seen have been when I went to New Orleans for Mardi Gras (straight people), when I went to Folsom in San Francisco (all sexualities, plus you have to be really deliberately ignoring what's going on around you to accidentally get somewhere where you'll see something) and whenever they do those naked charity cycle rides through my city.
The reasoning behind dressing like that is pretty obvious, though - we've been shamed for our sexualities, and we've been shamed for not fitting in to normal heterosexual society, thus the obvious kick back is to be really sexualised and/or crossdress. But you just don't really see it that much.
