Ok, I think you have very nice eyes, you should put on mascara and try out different things to really make them stand out, it would look really nice. Your hair looks a bit meh, I think it´s very masculine when it looks unkept? like that, I suggest putting like this sort of hair mousse? in it? and then dry it with a blower thingy, so you would get more volume. Next i´d do is work on your eyebrows, try to give them a shape by plucking them and coloring them a bit with eyebrow pencil. As for clothes, find a nice scarf, it´ll make you look cute. Either way you don't need liquid eyeliner, it's more advanced shit, regular pencil eyeliner is easier to use and you still get the same effect of distorting the eye shape
