Assuming you're MtF, yeah. If you start after puberty then you either need luck on your side (wining the genetic lottery) or loads of surgery.
If you're FtM that's really weird, but I strongly doubt that you are.

It's normal. Don't be one of the MtFs that underestimates how much voice training matters in passing though. You might need FFS if your face is really bad too.
And as the other poster said, if you're FtM (which I know you aren't), then yeah, not passing after 3 years is kinda fucked up (unless you started with large breasts, in which case all you need is a mastectomy).
