My experience:

I'm saving up money for a car (They won't give me a loan because the only loan i've had is my college loan) so spending money on the initial fee of a gym + monthly isn't the best move for me for the next few months. I have kettlebells and was doing those for a while, but is there a regiment I can use with them to help build me up until i get the money to pay for the gym?

I think you should really think thoroughly about your goals, maybe lurk on fit for a while to get a feel about what's realistic or not and how to achieve it. But I'm gonna be honest with you here: there's no way you can decently start training to achieve these bodies with just a few kettlebells. You'll AT LEAST need a barbell, a bench, squat rack/smith machine (if you're a pussy) and a wide selection of dumbbells. So you pretty much need a gym.
That said, you DO NEED to start working out SOMEHOW as soon as possible. If you're cutting without exercising you'll also lose more muscle mass, so it'll take you longer to achieve any goal body after your cut.
If you have no other option, at least start squatting with your kettlebells, but that's going to get old VERY QUICKLY since your squat will increase a lot and your kettlebells will become inadequate.

Let's assume I do get a gym membership next week or something and begin getting /fit/, what workout is the best? I haven't lifted weights since high school and that was usually just to kill time. Should I find a program that's only 1-2 days a week and do cardio or GPP the other days? I know you're not a personal trainer, now I'm just thinking about it.

I'll base myself completely on my experiences, so keep in mind I'm talking about what worked for me. Also, my goal body is pic related.
When I started working out, in 2013, the trainer at the gym gave me a routine in which I worked my full body everyday, and I was meant to follow a 3x12 reps scheme. That was meant for hypertrophy, which typically makes you look "good". But that doesn't make you "strong," my lifts barely improved in a year.
I was so weak that I just couldn't lift any heavy weight that would significantly help me in looking better. So I spent a long time going to the gym without really improving myself in any way, and then I gave up because what was the point?
I started again in 2015 with a similar routine: hypertrophy, two full body workouts. Then I went to three workouts (chest and arms, legs, back and shoulders), but this time I was more disciplined and took greater care with my nutrition.
Then I switched briefly to a strength full body routine, and that's when I started getting results. Strength is not supposed to make you look good, but getting a good strength base helped a lot my accessory exercises, so now it's becoming more efficient to do some hypertrophy stuff.
Currently I'm doing Starting Strength, sometimes adding accessory and ancillary lifts. It isn't meant to improve your aesthetics, but it does give you some visible gains (chest and legs, mostly).
So, I recommend you start with a strength-based routine and keep at it for a few months. As long as you eat and sleep enough, you'll improve your lifts quickly. After some time you can go to a hypertrophy routine, and you'll find yourself improving there more quickly than if you just jumped to hypertrophy.
Also, I have chronic pains and turns out squatting reduces them by, like, 90%, that shit is crazy.

You need to test the weights to know where you should start. If you're doing a barbell exercise, begin with just an empty bar or with lightweight dumbbells. If it's not enough, increase a bit, test again... Until you find the correct weight.
If the exercise uses dumbbells, begin with the smallest weights available and, if too little, get heavier ones.
The temporary size increase after a workout is called by some people as "pump" and it's caused, as far as I know, by the increased blood circulation. Hypertrophy is more durable and slower to develop.
