Those are two completely separate things.
One is a group claiming to be trans who is doing absolutely nothing to transition.
The other is a group that is taking hormones in order to modify their bodies, yet also does not want to transition, and thus is not trans.
Calling yourself mtf or ftm IMO requires both the desire/effort of transition, and the taking of hormones.
If someone lacks either of those, I cannot consider them trans in seriousness.

Exactly. That's the thing though. Here we are trying to appear androgynous. If they are wanting to appear androgynous then I cannot consider them FTM or MTF or any sort of trans other than perhaps some non-binary, which, again, I couldn't consider someone to seriously be that without hormones plus desire and effort put into transition.
