I dunno about the person you asked, but where I live (The Netherlands) it's actually very difficult to obtain hormone treatment (E or T). There's a 1-2 year waiting list for the national gender clinic, then several months diagnosis period (took 8 months for me), and even then it'll take at least a few more months till you get any kind of hormones (or blockers only first for 3 months if you're MTF).
I guess I could've tried illegally importing hormones from another country but that's not ideal either.
