Many people say the biggest sex organ is the brain and people have no trouble with that. The reality is that our whole bodies are potentially sexual. It's not just penis and clitoris are the sex bits and everything else is neutral.
In the case of breasts and humanity specifically there's a special case in that they have evolved to be even more a part of arousal and sexuality than other mammals.
