Get a tap measure, use it on waist shoulders hips shop around online for custom fits. My shoulders are one size larger than my waist so I have to get custom fit stuff for the summer fucking annoying but during the winter you can do fine if you get a coat that fits loose but form-fitting at the shoulders, has a waist tie and is long/flares out at the waist.
Dresses with leggings, a cardigan and belted around the waist can be good too.
